The Department of Transportation (DOTr; Filipino: Kagawaran ng Transportasyon) is the executive department of the Philippine government responsible for the maintenance and expansion of viable, efficient, and dependable transportation systems as effective instruments for national recovery and economic progress. It is responsible for the country’s land, air, and sea communications infrastructure.

The Department of Transportation (DOTr) is the primary policy, planning, programming, coordinating, implementing, and administrative entity of the executive branch of the government on the promotion, development, and regulation of a dependable and coordinated network of transportation systems as well as in the fast, safe, efficient and reliable transportation services. As one of the first government agencies established under the Malolos Constitution on January 21, 1899, the DOTr plays a crucial role in accelerating the country’s economic development. It provides the backbone for growth and enhances the country’s competitive edge by providing adequate and efficient transportation infrastructure systems that narrow the geographical and physical divide, connecting the country, its islands, and its people to the rest of the world.
Interestingly, the agency urgently seeks qualified and competent individuals to fill the following positions under the DOTr EDSA Busway Team.
One (1) Administrative Officer IV (Administrative Officer II) (Salary Grade 15)
- Education: Bachelor’s degree relevant to the job
- Eligibility: None Required
- Experience Required: One (1) year of relevant experience
- Training Hours Required: Four (4) hours of relevant training
- Specific Duties and Responsibilities
- Leads the recruitment, interview, and contracting process of staff in accordance with the rules and regulations of the Department;
- Assists in the preparation and processing of remuneration of personnel under the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Monitors the daily attendance and the scheduling of all meetings concerning the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Drafts letter, memorandum, and indorsement letters with regards to Administrative concerns of the Project;
- Collates all staff and project administrative outputs and files these in an organized database and maintains project files, both printed and electronic copies;
- Assists in the custody and safekeeping of voluminous official records, receipts, and administrative documents of the office;
- Conducts site visits and stakeholder consultations, represents the Project in dealings with other offices, agencies, and instrumentalities of the Government and with all persons and entities, whether public or private or attends to any matter as may be required by the Department or as may be necessary for the discharge of his or her duties; and
- Performs other related tasks or functions as the Assistant Secretary and/or Undersecretary for Road Transport and Infrastructure or the Secretary of Transportation may be assigned.
One (1) Administrative Officer II (Clerk IV) (Salary Grade 8)

- Specific Duties and Responsibilities
- Assists in the authentication of copies of documents in possession of the PMO;
- Assists in the monitoring of daily attendance and scheduling of all meetings concerning the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Assists in all human resource, legal, and finance matters of the Projects, including but not limited to remuneration and reimbursable, procurement, fund transfers, and hiring;
Checks and classifies signed correspondence before they are released for mailing or electronic mail; - Assists in the custody, review, distribution, and safekeeping of official records and documents of the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector and conducts preservation and disposition of records using a database or any other platform;
- Conducts site visits, and stakeholder consultations, represents the Project in dealings with other offices, agencies, and instrumentalities of the Government and with all persons and entities, whether public or private or attends to any matter as may be required by the Department or as may be necessary for the discharge of his or her duties; and
- Performs such other related tasks or functions as may be assigned by the Assistant Secretary and/or Undersecretary for Road Transport and Infrastructure, or the Secretary of Transportation
One (1) Administrative Officer IV (Public Relations Officer II) (Salary Grade 15)
- Education: Bachelor’s degree relevant to the job

- Specific Duties and Responsibilities
- Leads the preparation of all recommendations on all stakeholder concerns component, including but not limited to requests for information (RFIs), complaints, social media postings, and other related matters concerning the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Spearhead the interpretation of gathered data and information of all matters under the project development component of the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Leads the implementation of initiatives, campaigns, and programs to effectively communicate and foster project understanding and acceptance through stakeholder engagement and the utilization of different media;
- Generates project presentations, image and video promotions, visual aid and communications, and other content for information collateral for the department use, and public dissemination via platforms i.e social media, print, television, etc.;
- Covers progress and milestones in project implementation and construction, project-related events, media engagements, and communications-related meetings;
- Leads the collaboration with the Communications and Commuter Affairs Office (CCAO) of this Department;
- Participates in the preparation of progress and annual reports of the projects in relation to social and environmental development;
- Provides assistance on all related matters to the privatization of the EDSA Busway under the project development component of the Project;
- Conducts site visits, stakeholder consultations, represents the Project in dealings with other offices, agencies, and instrumentalities of the Government, and with all persons and entities, whether public or private, or attends to any matter as may be required by the Department or as may be necessary in the discharge of his or her duties; and
- Performs such other related tasks or functions as may be assigned by the Assistant Secretary and/or Undersecretary for Road Transport and Infrastructure, or the Secretary of Transportation
One (1) Project Development Officer I (Salary Grade 11)

- Specific Duties and Responsibilities
- Provides assistance in the coordination with private project counterparts and the observation of day-to-day operations to ensure execution and actualization of quality and timely work progress of the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
Assists in the coordination of of Integrated Terminal Exchanges (ITXs) under the Project Implementation Component of the Projects; - Facilitates the development of minutes of the meeting, presentations, periodic reports on the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Assists in the monitoring of daily attendance and scheduling of all meetings concerning the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Conducts site visits, stakeholder consultations, represents the Project in dealings with other offices, agencies, and instrumentalities of the Government, and with all persons and entities, whether public or private, or attends to any matter as may be required by the Department or as may be necessary in the discharge of his or her duties; and
- Performs such other related tasks or functions as may be assigned by the Assistant Secretary and/or Undersecretary for Road Transport and Infrastructure, or the Secretary of Transportation.

- Provides assistance in the preparation of all recommendations on all stakeholder concerns component, including but not limited to, requests for information (RFIs), complaints, social media postings, and other related matters concerning the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Gathers information in news, social media, feature articles, newspaper, or magazines concerning the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Assists in the interpretation of gathered data and information of all matters concerning the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Provides assistance in the preparation of project presentations, image and video promotions, visual aid and communications, and other content for information collateral for the department use, and public dissemination via platforms i.e social media, print, television, etc.;
- Covers progress and milestones in project implementation and construction, project-related events, media engagements, and communications-related meetings;
- Participates in the collaboration with the Communications and Commuter Affairs Office (CCAO);

One (1) Architect II (Salary Grade 16)
- Education: Bachelor’s Degree in Architecture
- Eligibility: RA 1080
- Experience Required: One (1) year of relevant experience
- Training Hours Required: Four (4) hours of relevant training
- Specific Duties and Responsibilities
- Familiarizes him/herself with site conditions and conducts frequent site visits before, during, and after project implementation;
- Focuses on the architectural nature for the reviews and evaluation of all technical output of the consultants, including but not limited to plans, designs, details, quantity calculations, cost estimates, and architectural consultations, ensures deliverables are timely, accurate, and compliant with local or international standards and drafts recommendations if otherwise;
- Assists in the review of requests for variations, clarifications, approvals, and confirmations from the contractors and provides recommendations if needed;
- Oversees daily site activities and provides the content for site documentation and reports;
Identifies potential issues and proposes mitigating measures; - Attends meetings with consultants, contractors, government officials, concerned government agencies, and funding institutions, as needed to move further the project;
- Provides technical input in procurement, right of way acquisition, utility relocation, report and response preparation, procurement, and other activities;
- Conducts site visits, and stakeholder consultations and attends meetings with any relevant agency, institution, or party, or attends to any matter in the Philippines as may be required by the Department or as may be necessary for the discharge of his or her duties; and
- Performs other related tasks or functions that may be assigned from time to time.
One (1) Architect III (Salary Grade 19)
- Education: Bachelor’s Degree in Architecture
- Eligibility: RA 1080
- Experience Required: Two (2) years of relevant experience
- Training Hours Required: Eight (8) hours of relevant training
- Specific Duties and Responsibilities
- Monitors the inter-agency coordination and develops monitoring guidelines to ensure execution and actualization of quality and timely work progress of the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Reviews architectural aspects on all requests for variations, clarifications, approvals, and confirmations from the proposed and ongoing detailed engineering designs and civil works under the project implementation component and provide recommendations if needed;
- Monitors and endorses architectural recommendations on all related matters to the project development component, including but not limited to studies from consultants and studies on the privatization of the EDSA Busway;
- Assists in addressing technical concerns in procurement, right of way acquisition, utility relocation, report and response preparation, fund transfers, legal proceedings, and other activities of the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Monitors the day-to-day operations of the EDSA Busway Project, Terminal Projects, and other related programs of the Road Sector;
- Monitors and leads the coordination of the project implementation and project development components, including but not limited to Provincial Terminals and Busway Concourses;
Identifies potential architectural issues and proposes mitigating measures; - Assist in the preparation of progress and annual reports and catch-up plans of the project in relation to the physical and technical development of architectural scope;
- Participates, either as a head or member, in any Technical Working Group (TWG), whether such TWG was established to assist in Bids and Awards Committee (BAC) proceedings or otherwise;
- Conducts site visits and stakeholder consultations, represents the Project in dealings with other offices, agencies, and instrumentalities of the Government and with all persons and entities, whether public or private or attends to any matter as may be required by the Department or as may be necessary for the discharge of his or her duties; and
- Performs such other related tasks or functions as may be assigned by the Assistant Secretary and/or Undersecretary for Road Transport and Infrastructure, or the Secretary of Transportation
